Where does the network share locate? Does the issue occur on other Windows 7 computers? You may temporary disable firewall and antivirus and then check the result. If the issue still occurs please open Control Panel\All Control Panel Items\Sync Center. Please check if the folder is already synced. Also please click “Manage Offline files” in the left pane and click the “Disk Usage” tab. Click “Delete temporary files” and then sync again.Arthur Xie - MSFT

I just had a similar issue that might fix your problem. 1 I log into the window 7 machine using User X's login. 2 I use explorer to navigate to any mapped share. 3 Right click on the drives or any folder with in. 4 I select always available offline. Nothing happens. User X has admin access to the local machine The bottom of windows explorer says "Offline status: Online" and "Offline availability: Not available." I tried deleting the offline cache. I verified the size of the cache was sufficent. I tried turning off offline files and turning it back on (included the required restarts) Suprisingly if I login with my user account I didn't run into the same problem. I can make available offline till I turn blue in the face. Both users have appropriate access to the shared files as I was able to access the location I had intended to sync. For me this actually turn out to be a permissions issue on the shares. The user had access to \\servername\users\userX, but he did not have access to \\servername\users. I had to modify the NFTS permission not the share permissions.
